This fund was specifically established to protect transportation money from being used to run the rest of the administration.<\/p>\r\n\r\n\r\n\r\n<p>Jim Tymon, the executive director of the AASHTO (American Association of State Highway and Transportation Officials) says \u201cIt shows how blessed we are to have a federal highway trust money because it helps us to run business in situations like this\u201d.<\/p>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\"><strong>Some major challenges from the government shutdown incorporate:<\/strong><\/h3>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li>Law<br \/>enforcement workers are operating without salary and delays in Federal court<br \/>proceedings which further adding to the already huge backlog of cases.<\/li>\r\n\r\n\r\n\r\n<li>FDA<br \/>(Food and Drug Administration) stopped its regular inspections of fruits,<br \/>seafood, vegetables and other foods (high risk of contamination), but it is<br \/>still checking grains, meats, eggs, poultry, etc.<\/li>\r\n\r\n\r\n\r\n<li>The<br \/>government shutdown has affected national parks and museums, even the Zoo. They<br \/>have been closed. Visitors still have access to many national parks, but these<br \/>parks will have limited staff and closed access to various park facilities.<\/li>\r\n\r\n\r\n\r\n<li>The<br \/>shutdown isn\u2019t the only interruption in the federal appropriations process.<br \/>There are other issues that are complicating the finances for transport and<br \/>highway agencies.<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<p>Once the shutdown is over, the transportation companies and logistics companies in <a href=\"https:\/\/truckguru.co.in\/chennai\"><strong>Chennai<\/strong><\/a> will not be able to start applying for allowances to fund new construction projects. According to APTA, the FTA normally only makes allowances available during a financial year once it has had 5 months\u2019 worth of appropriations. So far, it\u2019s had less than three in the 2019 fiscal year.<\/p>\r\n\r\n\r\n\r\n<p>Even when the shutdown does not happen, Congress could not decide to a full-year spending strategy for the federal fiscal year, which started on Oct. 1. So, it passed regulation, known as a \u201ccontinuing resolution,\u201d. It kept the administration operating during December at the same spending levels as the previous year. But that resulted in multiple problems related to transportation funding.<\/p>\r\n\r\n\r\n\r\n<p>Congress didn\u2019t raise the amount of money it approved to use from the Highway Trust Fund. That means politicians are not following the plan for yearly increases that they planned in 2015 when they approved the present surface transportation law called the FAST Act.<\/p>\r\n\r\n\r\n\r\n<p>States cannot directly access their entire years\u2019 value of 2019 money from the Highway <strong>Trust<\/strong> Fund as they possibly access in other years. Tymon, the head of the state transportation officials group says, \u201cUsually, that money is made available by the Federal Highway Administration at the starting of the fiscal year in October. But the ongoing resolution only involved approval for FHWA to share about a quarter of the annual total. He added, \u201cWith the construction flavor approaching here, states are bidding projects in the winter season, so we are ready to put spades in the ground as we get into late winter and early springs\u201d.<\/p>\r\n\r\n\r\n\r\n<p>Additionally, the five-year surface transport rule that\u2019s now in effect terminates at the end of next year, and Congress typically takes months-long time if not years, to approach the huge highway bills.<\/p>\r\n\r\n\r\n\r\n<p>Jim Tymon from AASHTO says, \u201cTransportation personnel should be ready to press their case once the government shutdown is ended.<\/p>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\"><strong>What Are the Major Effects Of Government Shutdown On Transportation And Logistics Sector?<\/strong><\/h3>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li>Anne<br \/>Ferro, FMCSA Administrator said in a memo to workers before the government<br \/>shutdown that she didn\u2019t expect anyone in the organization to take leave.<\/li>\r\n\r\n\r\n\r\n<li>Roadside<br \/>truck inspections of <a href=\"https:\/\/truckguru.co.in\/blog\/7-ways-to-avoid-being-scammed-by-a-transport-company\/\"><strong>transport companies<\/strong><\/a> in Hyderabad<br \/>transport, for example, will continue because FMCSA funds support the state law<br \/>enforcement organizations doing the inspections.<\/li>\r\n\r\n\r\n\r\n<li>Most<br \/>highway projects supported by federal money will also be spared as funding is<br \/>from the trust fund. The exception is for developments such as the<br \/>Transportation Investment Generating Economic Recovery grants sponsored by<br \/>Congress.<\/li>\r\n\r\n\r\n\r\n<li>All<br \/>across the country, the airport will continue to operate as usual because<br \/>airports are also supported with a trust fund as highways.<\/li>\r\n\r\n\r\n\r\n<li>Anthony<br \/>Foxx, the Transportation Secretary said in a Sept. 25 memo to workers, \u201cDOT had<br \/>decided which workers would continue to work in the event of a delay in funding<br \/>and which workers would be placed on leave,\u201d<\/li>\r\n\r\n\r\n\r\n<li>Rail<br \/>will be affected, however, the Federal Railroad Administration has no trust<br \/>money, so, that organization will furlough workforces.<\/li>\r\n\r\n\r\n\r\n<li>Truckload<br \/>border crossings could notice intervals as the Customs and Border Patrol will<br \/>select security of all types over fast freight flows and will rely on numerous<br \/>other organizations\u2019 cooperation to evade any longer delays.<\/li>\r\n\r\n\r\n\r\n<li>This<br \/>can be true for air and ocean imports in regards to delays as there are many<br \/>government organizations involved in this procedure, but additional<br \/>confiscation kicks up in October, irrespective of the shutdown. Experts say, the longer the shutdown better the chance for an interruption which could turn into thousands of dollars in detention and demurrage penalties.<\/p>\r\n\r\n\r\n\r\n<p>If the shutdown stays on for a longer time, back-ups at borders, ports and terminals could happen because of delayed paperwork. The longer the shutdown continues, the greater the potential for a disturbance to happen somewhere along the supply chain.<\/p>\r\n\r\n\r\n\r\n<p>There is a concern that poor visibility into what\u2019s happening can lead to challenges that are difficult to overcome. Without clear visibility, demand indicators can be missed and there can be disruptions in transportation modes.<\/p>\r\n\r\n\r\n\r\n<p>Other major issues involve a loss of distributors of raw materials, extra high inventory levels or extra-low, hold-ups in customs and more.
